The Zambia Devolution Support Programme (ZDSP) is a major government-led initiative designed to accelerate Zambia's decentralization agenda by strengthening the capacity, accountability, and service delivery of local authorities.
The Primary Goal is to strengthen the financing, institutional performance, and accountability of Councils across Zambia. The program is supported by a World Bank credit facility of USD 210 million and is scheduled to run until 2027.
The program is managed by the Ministry of Local Government and Rural Development (MLGRD).
The program operates through a structured framework of financial incentives, capacity building, and governance reforms.
The core mechanism is the allocation of capital grants to eligible Town Councils. Councils can access an Annual Basic Capital Grant of $200,000 and a subsequent Performance-based Capital Grant of $500,000. This model incentivizes institutional performance, transparency, and accountability.
PROJECT UPDATE
Construction of the Market Shelter under the Zambia Devolution Support Programme (ZDSP) is progressing well. Assistant Director – Engineering Services, Mr. Henry Mukuni, provides an update on the ongoing works and highlights how this project will improve trading conditions for our marketeers. The project is aimed at creating a safer, more organized and conducive trading environment for the people of Senanga.
